When a law enforcement department wants better pricing for new equipment or has bought more ammunition than they can use, they will offer it as surplus to gun dealers and individuals. They can recoup some of the money that was originally spent on it, as well as make room for new ammo.

Is it illegal to buy police surplus ammo?
